In Peru, sports betting is a popular pastime. Sports bettors have had access to land-based sportsbooks for generations, though gambling on sporting events became legal online in the past 25 years. Betting on horse races goes back more than two centuries, though online sports betting has been legal for less than 10 years.

In this guide to Peruvian sports betting, I’ll discuss the legality of sportsbooks and racebooks throughout Peru. I’ll discuss some of the more popular land-based casinos and racetracks while providing a history of the evolving gaming laws of Peru. Later, I’ll focus on the regulated and unregulated online sports betting industries of Peru, while making some recommendations on which sportsbooks you should consider.

Peru Sports Betting Legality

Peru has 65 brick-and-mortar casinos spread throughout 27 cities. Lima, Lince, Miraflores, San Borja, San Isidro, San Miguel, and Surco each have four or more land-based casinos. Peru has one pari-mutuel horse track, as well: Hipodromo de Monterrico in Lima. It is open on Monday, Thursday, Friday and Saturday afternoons and has a comprehensive sportsbook. Peru has over 800 slots parlors, which contain as many as 70,000 slot machines. Bingo, lotto games, horse races, sports betting, and Internet gambling are popular.

Online gambling is legal in Peru. Late in the 20th Century, lawmakers sought to ban online gambling, but eventually, public consensus grew behind legalization and regulation. The Congress of the Republic of Peru (Congreso de la Republica) passed an online gambling legalization bill in 2008 (Law #27153). Betsson, the UK sportsbook owned by Sweden’s Cherry (NetEnt), was one of the first sportsbooks licensed in Peru. In 2011, the gambling regulations were altered a second time (Law #27796). Since 2011, all online gaming transactions are monitored by the Peruvian government’s computer network.

Safety of Online Sports Betting in Peru

excellent-bettingSince Law #27153 was passed in 2008, online sports betting operators have been able to apply for a gaming license. This means that top international bookmaker sites accept Peruvian sports bettors. It also means the Peruvian Gaming Council (Mincetur) regulates and licenses operators in the country. Thus, online sports betting is quite safe in Peru.

Despite having a licensing framework, Peru’s law enforcement and telecommunications regulators spend no time trying to block unregulated online sportsbooks. That means players will encounter unlicensed online sportsbooks in the Peruvian gaming market. Make certain these sportsbooks are licensed by legitimate international regulators if you choose to play at these sites.

Catering to Peruvian Sports Bettors

Peruvian sports bettors require Spanish language sportsbooks that have customer representatives who speak the Spanish language fluently. Many sports gamblers from Peru prefer their chosen bookmaker site to support deposits and withdrawals which use the Peruvian Sol as a currency. This eliminates many of the respectable, trusted online sportsbooks, so it is best if players are flexible.

US dollars remain a popular currency choice for many online Peruvian sports bettors. Besides football (soccer), a wide variety of sports are popular in Peru. The list includes volleyball, basketball, tennis, surfing, horse racing, Rugby Union, Rugby League, and Taekwondo. South American and European football remains the most popular sports bet in Peru.

Peru Deposits and Withdrawals

Peru’s deposits and withdrawals are based on the Sol, most of the international online sportsbooks still do no support deposits and withdrawals using the Peruvian Sol (PEN). The best answer for most Peruvian sports bettors is to use the legitimate online bookmaker sites which are licensed by the UK Gambling Commission, Gibraltar Gaming Authority, or Malta Gaming Authority.

American dollars are available for all of these online and mobile sportsbooks, which accept a wide variety of payment. At the moment, one US dollar ($1.00) equates to about 3.25 Peruvian Sol, so keep that in mind when making sports bets, deposits, and withdrawals. Those converting the other way might say that 1 Peruvian Sol equals $0.31 American dollars.

Peru Gambling History

Like most South American countries, Peru’s gambling activities were banned throughout most of the Spanish colonial period. Since independence from Spain in 1821, Peru’s gambling industry has increased in spurts and starts, because of the varied types of governments which have ruled. Ironically, Peru’s permissive gambling laws are the result of a despot, Alberto Fujimori (1990-2000), who legalized slot machine, lottery gaming, and bingo in 1994. Gambling was popular by the turn of the 21st Century.

An elected democratic government showed that nearly 65,000 slot machines were operational in the country, though only 5% were licensed by the government. Only 57 slots parlors were registered, while an estimated 900 slots dens existed in Peru. President Alejandro Toledo declared that Peruvian gaming operators would have a window of opportunity to declare their gaming operations and receive licensing. Meanwhile, gaming raids throughout 2006 produced hundreds of illegal gambling machines.

In late 2006, the “Reordering and Formalization of Casino and Slot Machines Law” was issued, calling for all gaming machines to be registered with the Department of Foreign Trade and Tourism (MINCETUR). This law went into effect on the first day of 2007. Today, land-based gambling in Peru contributes significant tax revenue to various programs, including state, local, and national government funds, organized sports, and the Foreign Trade and Tourism Bureau.

Online sportsbooks were legalized in 2008, with Betsson being one of the first international bookmaker sites. Inkabet.pe, owned by Off Side Gaming, became the first domestic online sportsbook operator in 2012. Manuel San Roman Benavente, the Peruvian Gaming Control Board’s Director General, in 2015 called for the total legalization of online gambling, including Internet casinos. This has not yet occurred but indicates the current thinking among Peru’s officials.

Peru Gambling Regulators

Peruvian gambling is regulated mainly by Intralot Peru, which is also a top lottery games provider. Peru’s gambling regulations were enshrined in a 2008 gaming bill, Law #27153, which legalized online gambling. Despite Law 27153, unregulated gambling sites continue to accept Peruvian players. Law 27796 of 2011 increased the Peruvian government’s ability to monitor online gambling. Though many unregulated online casinos, sportsbooks, and poker sites operate in Peru, Intralot Peru has no limitation on the number of licenses it can authorize in a year’s time.

Peruvian Gaming Control BoardThe Peruvian Gaming Control Board usually is referred to as “Mincetur”. It governs online sportsbook licensing. Mincetur’s director called for the legalization of all Peruvian online gambling in 2015.
Ministry of Foreign Trade and TourismAll sites offering online slot machines must coordinate with el Ministerio de Comercia Exterior y Turismo. Readers might find online gambling statistics on the Tourism Ministry’s website.
Intralot PeruIntralot Peru, which is the leading lottery corporation in Peru, offers registration and licensing for sports betting and lottery games. Sports bettors can do background research on Peruvian gaming law on the Intralot Peru website.
Peruvian Tax BureauOnline slot machine operators also must coordinate with the Peruvian Tax Bureau, so that the Tax Bureau, a part of the Ministry of Economy and Finance, has some oversight of online gambling in Peru.
